A. Well, you can try it... but if it doesn't work... well... you can buy the game, but have no devkey (it's the way it is done by steam, and most AAA games, as you can see by the link you posted, you just get the game and activate it on your steam account without a devkey)... and when you activate the game, it will let you play without the devkey.
But if you are not a gamer... I don't know why should you care about this.
(now to answer the question: the answer is: you can't)

Steam have recognized the game as "Dot Game Hero Heroes".
I would like to know if this "kind" of games are allowed on steam, if not, are there other ways to download games on steam?

I'm not sure if you're asking for general Steam knowledge or you have some specific scenario in mind but if it's the latter, you can use the Steam Link beta to share your laptop or PC with Steam and use it as if it were sitting on your desk.
You need to change the "Steam Web Link" service on the link to "on" and set it to "Always". Now you can connect to the Steam client running in the background on your laptop with Steam running on the desktop and you'll get a PC in the virtualization window where you can install your game as if it was downloaded on your PC.
This is how I would recommend using Steam and you should be able to play it with no problem. Good luck!
